Faro 2027 is what drives us.
We want to be the European Capital of Culture in 2027. More than that, we want to affirm the development of the city and region through Culture. And for this, we have a plan!
PeC Faro2030
In 2020, Faro's Strategic Plan for Culture (SCP) was approved by the City Council. With the Faro2030 Plan we have a direction! We have a vision for our cultural, social and economic development.
Main goals
-Create a network of cultural infrastructures. -Celebrate new Faro narratives inspired by its cultural values. -Lead the contribution of culture to sustainability. -Consolidate the Cultural and Creative Sector, attracting and retaining talent. -Reach new audiences through an agenda of regional and European events. -Integrate the Cultural and Creative Sector in European networks and projects. -Manage territorial articulation, public and private action through new tools. |
-Create lifelong artistic training opportunities. To build and share knowledge about the evolution of the Cultural and Creative Sector in Faro. -Develop the skills of cultural agents for the digital transition and internationalization. -Mitigate barriers of access to culture and integrate new models of cultural participation. -To help cultural intersection in creative productions. -To generate new ways of communication and internationalization of the Sector. |
PeC and the Sustainable Development Goals |
PeC Faro 2030 wants to contribute to the Sustainable Development Goals (SDGs) defined in Agenda 2030 by the UN (2015), adopted by 193 countries. Faro thus updates the commitment of the Council of Europe Framework Convention on the value of Cultural Heritage for Society, signed in Faro in 2005. The PeC Faro 2030 is aligned with the Culture 2030 Indicators, in the light of the Faroese context. Several SDGs have been grouped together, mainly the areas focused on the UNESCO mandate for culture. |
CULTURAL LANDSCAPE
Aligned with the "Environment and Resilience" pillar of the SDGs, the indicators in this dimension assess:
- the preservation and enhancement of heritage; - local knowledge; - the management and quality of the cultural infrastructure network. This dimension of PeC Faro 2030 proposes to develop 10 cultural programmes that... ... proposes to face the challenges: ruined public spaces; few solutions for internal mobility; weak proximity networks; rare updating of equipment; non-valuation of Faro's heritage and identity; and increasing: regional centrality; relationship with the natural heritage of the Ria Formosa; local patrimonial wealth, capacity of citizen mobilization; Farense relationship with European challenges. |
CREATIVE ECONOMYAligned with the "Prosperity and Livelihoods" pillar of the SDGs, the indicators in this dimension assess:
- the contribution of culture to the economy (GDP, employment, business); - the support given by governance structures to the cultural and creative sector. This dimension of PeC Faro 2030 proposes to develop 7 cultural programmes that... ... proposes to address the challenges: of empowering cultural agents; of difficult job placement and business creation; the little crossover between tourism and culture; the weak operationalisation of governance models. and increasing: -settlement of creative digital nomads; -exploration of new means of cultural tourism; -contact with southern cultures and Africa; -institutional understanding. |
CREATIVE SKILLS
Aligned with the Knowledge and Skills pillar of the SDGs, this dimension focuses on:
- on the contribution of culture to local knowledge and diversity - on personal development throughout life - specialization, namely digital, of the sector; - information on the evolution of the sector. This dimension foresees the development of 5 cultural programmes that... ...address the following challenges: the weak articulation of educational offers; the sector's specialization at international level and in the digital transition; the insufficient knowledge about the CCS; ...and enhance knowledge sharing with the University of Algarve. |
CULTURAL PARTICIPATIONAligned with the Inclusion and Cultural Participation pillar of the SDGs, this dimension focuses - on the contribution of culture to social cohesion, through participation and inclusion; - access to new formats of participation and new cultural expressions. This dimension foresees the development of 5 cultural programmes that... ... proposes to overcome challenges such as: weak organisation of cultural offers obstacles to widespread accessibility; the limited reach of cultural communication; and potentiate the literary heritage and the convergence between languages. |

This is a strategic plan of all and for all. Everywhere, culture will change us: it will be joy and hope. It will give strength to those who need it most. It will shake and change Faro. Nobody will be left out!
